 Executive Summary: 

The Department of Transport and Main Roads has commenced a planning study to investigate options for heavy vehicle and Type 2 Road Train access through or around Roma, linking Butcher’s Hill to the Roma Saleyards.

 

 

Officer’s Recommendation: 

That Council advise DTMR that it is appreciative of the opportunity to provide input into the study and will do so by the nominated date of 31 January 2013.

 

 

Body of Report:

The planning study is in its very early stages with the goal to produce a report recommending options for a potential access route and to seek funding for the delivery of the project.

 

The Department advise that it will consider:

·    Development of both existing and new routes to assess the compatibility with adjacent roads

·    Interaction with rail, known and predicted road freight movements

·    Potential for development of breakdown or aggregations points

·    Possible impacts on land use, environment and amenity

·    Feedback from key stakeholders and the community.

 

The Department advises that a project team will recommend a strategy for the future infrastructure planning that will improve efficiency of heavy vehicle movement and support sustainable development.

 

Consultation with key stakeholders will be a vital component of the planning study for its successful delivery.  As such, the Department is seeking Maranoa Regional Council’s feedback on what it believes are important considerations for a future access route.  In particular, the Department would appreciate Council’s advice about:

·    Any concerns that Council has at present about the impact of heavy vehicles travelling through Roma

·    Plans for future economic development and residential and business growth, including and planned developments

·    Any preference that Council has about the route that heavy vehicles can take through or around Roma.

 

The Department would appreciate if Council could submit feedback by 31 January 2013.

 

The Department advise that through Council involvement, it can ensure that issues important to Council are identified and considered as part of the planning for the future access route.

 

The planning study is expected to be completed in mid to late 2013.

 

Although the Department advise that it cannot commit to any timeframes of funding for the delivery of this project, it is anticipated that construction may occur in 10 to 15 years or more.  It is also likely to be delivered in stages.

 

The Department looks forward to receiving Council’s input on the planning study.
