Author & Officer’s Title:                 Michael Parker, Director - Infrastructure Services (Acting)

Executive Summary:

Council has had previous dealings with the closure of the Eulorel Road.  Its closure in 2012 has denied the owners of Lot 10 on COG35 without road access.

Council, at its General Meeting in January, 2013, resolved to advise AA Company that it had no objection in principle to an unnamed road reserve, adjacent to Lot 7 on EG228, being opened up and constructed to provide direct access between a part of Eulorel Road and Maranoa Road.  This was on the condition that AA Company fund the upgrade of the new road.

An alternative unformed road reserve has now been submitted by landowners in the area for consideration (Option 2).  Option 2 road reserve separates Lot 12 on EG140 from Lot 1 on EG228.  This alternate is supported by nearby landowners for consideration, as it would provide access to Lot 38 on EG38, which presently does not have a formed road access, and also link properties owned by AA Company to Maranoa Road.

Officer’s Recommendation:

That Council endorse the consideration of the alternative access to the Maranoa Road and provide advice to officer’s as to the extent of Council involvement in provision of an alternative access.

Body of Report:

The closure of the part of the Eulorel Road through Lot 7 on EG228 “Yanco” caused access to “Borah”, owned by the AA Company to be severed.  The road to Yanco was “off alignment”, and was closed by the owner.

An alternative access was considered by Council, adjoining Lot 7 on EG228.  A site inspection with the owner of the adjoining “Karoola Park” (Lot 4 on CO649).  The road reserve has severe drainage problems, exacerbated by the fact that the natural drainage through to Yanco has been disrupted due to blade ploughing.

The Option 2 road reserve is a better option in the advice of Mr. Bright, and it also provides access to the block at the rear of Newstead (Lot 12 on EG140) owned by J&E Knights (Lot 38 on EG38).

Consultation (internal/external):

Max Bright (Owner of Karoola Park)

AA Company Commercial Manager

(Mr. Knights & Ms. Neil have indicated verbal agreement to Mr. Bright, as has Mr. Peck, owner of Yanco)
