Executive Summary: 

The Deed of Financial Agreement for the Regional Resource Town Action Plan grant funding is an agreement which must be endorsed by Council and signed by a designated authority.

 

 

Officer’s Recommendation:  

That Council endorse the Deed of Financial Agreement and authority to sign on behalf of Council is designated to the CEO.

 

 

Body of Report:

A recent funding application was submitted with the Regional Resource Town Action Plan (RRTAP - grant funding body) at the beginning of 2014. Council identified several projects which were eligible for application to Economic Development Queensland (EDQ), who applied on behalf of Council.

 

As resultant of a successful application EDQ have drafted a Deed of Financial Agreement, it is a financial deed which outlines the framework of reimbursement to Council for capital costs to upgrade the Roma Sewerage Treatment Plant for a total amount of $1.5 million.

 

The scope of the upgrades have been identified in the attached Roma Sewage Treatment Plant Upgrade Strategy Summary Report, which has outlined $1.5 million of capital costs which Council has already undertaken approximately 75% of the works and as part of the conditions of the Deed, Council are entitled to be claim for.

 

It is recommended that Council endorse the agreement and assign authority to the CEO to sign the agreement on behalf of Council

Executive Summary: 

Due to a miscommunication between Council and its Contractors during the Roma Youth Precinct upgrade, an additional cost of $5,000 is required to move the installed Skate Park equipment two(2) meters further west on the concrete slab to minimise a steep exit from the ramps corners.

 

Officer’s Recommendation:  

That Council approve an additional $5,000 for the Roma Youth Precinct Capital Project to make necessary modifications to the Skate Park equipment. 

 

Body of Report:

Whilst undertaking the Roma Youth Precinct upgrade a miscommunication between Council and its Contractors occurred. The consequence is that the concrete slab the Skate Park equipment is installed on is no wide enough, creating a very steep exit from the corners of the ramps.

Discussions with Coordinator – Workplace Health & Safety, Coordinator – Sport & Recreation, Coordinator – Parks & Gardens and the Concrete Contractor have determined the safest solution is to move the equipment two(2) meters further west on the concrete slab away from the area causing a steep exit.

A quote has been received from the installer for $3,000 to disassemble, move and reassemble the equipment into the new position. This quote includes the hire of a special machine to move the equipment, new bolts to anchor the equipment and th contractor will supply 1.5 days free labour.

Council will also be required to hire an additional machine ($700) and supply Council labourers ($2,000) to assist with the relocation of the equipment.

Coordinator – Sport & Recreation approached Economic Development Queensland (EDQ), a financial contributor to the Roma Youth Precinct Update, to seek further assistance with the modifications. EDQ have agreed to pay the additional machine hire fee ($700).
