Correspondence has been received (20 August 2012) from the
Queensland Boundaries Commissioner encouraging Council to make a
submission to the Minister for Local Government in relation to proposals he
may receive from proponents in the Maranoa wishing to de-amalgamate from
Maranoa Regional Council. Submissions close 29 August 2012.

Officer’s Recommendation:
That Council:
1. Advise
the Minister for Local Government that Maranoa Regional Council does not
support the de-amalgamation of any part of the Maranoa Region and;
2. Develop
a submission to the Minister for Local Government to support Council’s
position on the de-amalgamation of Maranoa Regional Council and;
3. Continue
to assist proponents of de-amalgamation proposals through the provision of
all reasonable information requests.

Body of Report:
Forced
Queensland Local Government amalgamations were first announced by the Beattie
Government in 2007. As a result of amalgamations, in the March 2008 Local
Government elections, Queensland Councils were reduced from 157 to 73.
The
LNP government went to the 2012 State Election promising to consider
applications from former shires that wanted to revert to their old boundaries.
On 29 June 2012, the Queensland Boundaries Commissioner
announced the assessment process for the viability of de-amalgamations:
· The Government must receive applications by 29 August 2012.
· The Local Government Minister will review the submissions
and forward those that clearly show community support and understanding of
costs to the Boundaries Commissioner.
· The Boundaries Commissioner will work with the Queensland
Treasury Corporation to determine the exact financial cost of each
de-amalgamation.
· The Local Government Minister will receive the final report
from the Boundaries Commissioner by 28 November 2012.
· If approved by the Minister, the community wishing to break
away will vote for or against the de-amalgamation in a referendum.
· If residents back de-amalgamation and the Government
supports the proposal, new elections will be held for a mayor and councillors
in the breakaway area.
In
addition, correspondence (attached) has been received (20 August 2012) from the
Queensland Boundaries Commissioner encouraging Council to make a
submission to the Minister for Local Government in relation to proposals he may
receive from proponents in the Maranoa wishing to de-amalgamate from Maranoa
Regional Council.
It is
recommended that Council develop a submission to the Minister for Local
Government not supporting the de-amalgamation
of any part of the Maranoa Region and at a minimum include the following:
o The impact of a
de-amalgamation on regional economic development.
o The impact of a
de-amalgamation on the financial sustainability of the de-amalgamating and
remaining local government in the context of the financial sustainability of
the local government as it is.
o Your estimate of
the cost of de-amalgamation. These should include system costs (e.g.
financial management system, payroll, job costing, billing, records management,
etc), additional employee costs leading up to de-amalgamation, and any other
costs that you may consider relate to de-amalgamation.
o Existing employee
numbers and future employee numbers if there is a de-amalgamation for the
remaining and the de-amalgamating local governments.
o Implications for
regional assets (e.g. airports, saleyards, water treatment plants etc).

As
you are aware, the Minister for Local Government announced, on 29 June 2012, a
formalised process for consideration of de-amalgamation proposals. I was
appointed the Queensland Boundaries Commissioner and I will consider any
de-amalgamation proposals referred to me by the Minister. All proposals for
de-amalgamations are to be with the Minister on 29 August 2012.
It
is possible that a group within your local government area will submit a
de-amalgamation proposal. Should this be referred to me and to enable the
Minister to develop a more complete view of the issues, you are encouraged to
provide a submission.
The
following could be considered as part of the submission:
The
impact of a de-amalgamation on regional economic development.
The
impact of a de-amalgamation on the financial sustainability of the
de-amalgamating and remaining local government in the context of the financial
sustainability of the local government as it is.
Your
