The following report is an update and recommendation, on what MRC plans to undertake to mitigate the problems arising from lack of pressure and flow for the Injune community.

That Council adopts the following recommendations: 1. That water carters currently using the standpipe in Injune reduce the extraction per day by 50 % from April 1, 2013. 2. That the Injune water standpipe will cease operation from May 1, 2013, until the new Avdata Water Standpipe facility is commissioned.

Body of Report:
Due to increased demand on Injune’s water supply, born from the energy sector, the town of Injune has experienced adverse effects on the potable water supply and pressure.
When water carting contractors are utilizing the current stand pipe in Injune to fill the water trucks, extreme pressure fluctuations are experienced. Fire fighting flows and pressures are also compromised during these times.
To combat this situation a memorandum of agreement (see attached) has been drafted between Queensland Fire & Rescue (South West Region) and MRC. The procedure in the agreement when enacted will provide an acceptable method for improving the pressure and flow rates through the reticulated water supply main. The adoption of this procedure will provide the pressure and flow rates to meet the guidelines for fire fighting as required by Australian Standards 2419.1
Royalties For The Regions – Injune Water Augmentation Project was announced as approved this month. The two sub-projects identified in the water augmentation project – Bore 1 Investigation & Upgrade, Injune Avdata Facility can now commence.
The completion of both of these jobs will assist in solving the current issues caused when water is extracted from the standpipe in Injune.
After consulting with relevant stakeholders and analyzing water statistical data the following information has been compiled:
1. Injune’s yearly water allocation is 250 ML (mega litres) or 20.8 ML per month.
2. Currently MRC extracts an average 18 ML per month. 2 ML of this demand is water taken from the water standpipe for cartage.
3. January & February 2013, consumption exceeded our monthly 20.8 ML target indicator.
4. October 2012 through to February 2013 exceeded our monthly 10% upper limit buffer amount. (We use this as a safety net measure – see attached graphs)
5. Santos has two bores that can be utilized for water extraction by their contractors instead of Injune’s water supply. (information supplied by TDT)
6. The new Avdata Standpipe Facility will be able to handle up to 5 ML a month cartage demand and not affect Injune’s water pressure and flow.
7. The major water carting contractors that use Injune have been consulted about the proposed changes to usage of the current and future facilities.
8. QFRS has been consulted with about fire flow redundancies until the new facilities are commissioned.
9. It is proposed for the major standpipe users to curtail their current usage in Injune by 50% from April 1, 2013. Furthermore the standpipe will cease operation from May 1, 2013 until the new Avdata Water Standpipe facility is commissioned.

Queensland Fire and Rescue South Western Region and Maranoa Regional Council
Purpose
This document is to provide an interim procedure for all structural fires to overcome the issue of fluctuations in pressure and flow within the reticulated water (town main) supply around the town area of Injune(see attached map). These fluctuations can produce pressures and flows below that deemed necessary for compliance with AS2419.1.
Aim
This procedure when enacted will provide an acceptable method for improving the pressure and flow rates through the reticulated water supply main. The adoption of this procedure will provide the pressure and flow rates to will meet the guidelines for fire fighting as required by AS2419.1
Procedure
This agreement is between Queensland Fire and Rescue Service and (QFRS) Maranoa Regional Council.
The Maranoa Regional Council commits to providing a suitably qualified on call staff member, 24 hours per day, to operate the reticulated water supply pressure pump when requested by the QFRS.
This would be when Queensland Fire and Rescue Service have been responded to a structural fire within the area covered by the reticulated water service.
The name/s and contact numbers of the on-call Maranoa Regional Council staff (Appendix A) will be provided to the QFRS Communication Centre and be kept on file and updated as required. It will be the responsibility of the Maranoa Regional Council to advise the QFRS if the contact details are to be changed.
QFRS Communication Centre will be responsible for contacting the Maranoa Regional Council on-call staff member and also advising the Senior On Call QFRS Officer.
This procedure also involves a suitable Maranoa Regional Council staff member providing access to the Pressure Pump and training members of QFRS as deemed necessary by the Assistant Commissioner QFRS to operate such pump in the event that no Maranoa Regional Council staff member is available at the time of emergency.
The Maranoa Regional Council is also to provide a written set of instructions permanently affixed to the site adjacent to the Pressure Pump as a further redundancy.
Time Frame
This procedure shall remain valid for a period of two years or until an upgrade of the Injune reticulated water supply has been completed. An annual review of this procedure shall be undertaken by QFRS Inspector - Roma Area Command and the Manager - Water, Sewerage and Gas, Maranoa Regional Council. Following this review any required changes shall be made to the satisfaction of all parties.
Commencement
As soon as this agreement has been ratified by the signatories it shall become binding and deemed to be in force. The QFRS Inspector Roma Area Command and the Manager – Water, Sewerage and Gas MRC shall liaise and ensure that all requirements have been undertaken.

That Council formally approve the development of a waste management strategy for the Maranoa region.

Body of Report:
The Queensland government have legislated that local governments are required to develop a waste reduction and recycling management program that reflects the objectives and targets established in Queensland’s Waste Reduction and Recycling Strategy 2010-2020.
Maranoa Regional Council has experienced a significant increase in the volume of waste being disposed of within the region due to the expansive growth of the resource sector and record breaking floods in both Mitchell and Roma in recent years.
To meet the Queensland government’s objective and better address waste management within the Maranoa region, Council’s waste services department are undertaking a project to develop a waste management strategy.
The primary objective of this project is to reduce waste disposal to landfill and increase resource recovery.

If Council do not implement a waste management strategy, it is not meeting its legislative obligations, there will be no strategic reduction in waste going to landfill.
Policy Implications:
Council require a waste management plan to meet its legislative obligations. Appropriate waste and landfill policies will be developed for implementation and strategic direction purposes.
Financial Resource Implications:
Estimated cost of the project is $200,000.

That the letter is tabled; and Council’s views be provided to the Chief Executive Officer for development of a submission in response to the Minister’s request.

The Minister for Transport and Main Roads has advised Council they are undertaking a comprehensive review to improve the network of government-contracted long distance passenger transport services in regional Queensland.
The attached letter provides further information outlining the department’s request, and contains a map illustrating the extent of the current network.
TMR are seeking Council’s input to gain an understanding of the local community’s views, and identify ways to better utilise transport across the state.
The letter indicates that submissions close at 5pm on 13 March 2013, however,
CEO - Julie Reitano has made contact with the department and has secured an extension until 12 April 2013.
Council’s views are now sought for development of a response to the received request.
